@GUEST6984 ICE commonly uses vehicles with cold plates and regular tags. The ski-mask is a peculiar detail which may have alerted the person to send the alert since it's a look consistent with ICE agents in the area. It still may not be ICE, so the report is marked as unconfirmed pending further verification and feedback.
